New legislation: new safety requirements for gas stations and gas infrastructure facilities have been approved

By Resolution No. 315 of the Cabinet of Ministers of the Republic of Uzbekistan dated 18 June 2026, additional measures were established to prevent accidents and adverse incidents at fuel filling stations and gas filling facilities, ensure compliance with safety requirements, and improve the oversight and management mechanisms in this field.

Under the Resolution:
• minimum requirements for fire safety, technical regulation, industrial safety, and environmental protection were approved for fuel filling stations and gas filling facilities;
• the Administrative Regulation on the implementation, use, and technical support of the «U-Gas» hardware-and-software complex at automotive gas compressor filling stations was approved;
• amendments and additions were made to certain Government resolutions in this field.
The approved minimum requirements establish unified criteria for assessing facilities' compliance with:
• fire safety rules;
• regulatory documents on technological processes and equipment;
• industrial safety requirements;
• environmental protection rules. Compliance with these requirements is monitored by the relevant authorized state bodies.
In accordance with the Resolution:
• from 1 September 2026, measures will be taken to gradually restrict — by 1 January 2030 — the use of equipment operating under excess pressure whose service life has expired or whose date of manufacture cannot be determined;
• the mechanism for online monitoring of the testing deadlines of technical devices will be improved;
• minimum staffing standards for engineering and technical personnel will be developed for fuel filling stations and gas filling facilities;
• regular training of managers and engineering and technical personnel on industrial and fire safety will be ensured.
What procedure was established for the «U-Gas» system?
The Resolution placed special emphasis on digitalizing the operations of automotive gas compressor filling stations.
In particular:
• implementation of the «U-Gas» program was made mandatory for automotive gas compressor filling stations (AGCFS);
• implementation and technical support of the system will be carried out by «UZINFOCOM» LLC;
• data in the «U-Gas» system is recognized as official information by supervisory bodies when assessing compliance with legal requirements;
• the task of ensuring gradual integration with the gas cylinders system and other state information systems was assigned.
In summary, this Resolution establishes comprehensive legal mechanisms aimed at ensuring safety at fuel filling stations and gas filling facilities, digitalizing the oversight system, strengthening industrial and environmental safety requirements, and coordinating the activities of state bodies.
The implementation of the document serves to prevent accidents and adverse incidents in this field, protect citizens' life and health, and increase the effectiveness of oversight over compliance with safety requirements.
